Remarks on gauge dependence of off-shell effective action

Summary

For a wide class of gauge conditions we demonstrate that the gauge dependence of off-shell effective action is due to the nonzero vacuum expectation value of quantum fluctuations. We construct a new perturbative expansion which gives gauge-independent effective action at least at one loop.
