Summary

All instrumental variations can be broken into two groups of high-frequency (fluctuations) and low-frequency (regular) variations. The laws of fluctuation distribution for neutral and meson components are studied in details, and the various factors distorting the normal-distribution law are analyzed. When the various distorting factors are correctly excluded, the fluctuation distributions become normal. This and some other assumptions are used to propose the various methods for determining the instrumental variations of both groups. It has been shown that, in some cases, the instrumental variations may be determined accurately within an error of one-two orders in excess of the statistical error.
