Summary
By reanalysing the observations of the4He abundance, it is shown that the primordial component by mass fraction should have an upper bound as 0.23 and that it is in discrepancy with the predictions of the standard hot-big-bang model. A small degeneracy of the electron type of neutrinos can, however, remove the inconsistency. Various implications of such a solution are also discussed.
