John A. Rohr teaches at the Center for Public Administration and Policy at the Virginia Polytechnic Institute, Blacksburg, Virginia. He has written extensively on questions of ethics in government and constitutionalism in Public Administration. His books include Ehtics for Bureaucrats: An Essay on Law and Values;and To Run a Constitution: The Legitimacy of the Administrative State.

Among his most recent books are Economic Interests and Institutions: The Conceptual Foundations of Public Policy;and Environment and Economy: Property Rights and Public Policy.

He is author of many books; most recently Moral Tradition and Individuality(1989); and Facing Evil (1991).

He is author of four volumes (and a fifth in press) of the series Science, Ideology, and Value,published by Transacti on Publishers.
