Anthony Downs is a senior fellow at The Brookings Institution. He has been chairman of Real Estate Research Corporation; has served as a consultant to many of the nation’s largest corporations, to major developers, to government agencies at local, state, and national levels, and to many private foundations. His books include Neighborhoods and Urban Development, Rental Housing in the Nineteen Eighties,and Operning up the Suburbs.
