Boyd J. McKelvain is manager of national technology affairs at the General Electric Company. He has been director of nuclear energy planning and budget at the U.S. Energy Research and Development Administration and deputy associate director for programs at the National Bureau of Standards. He is chairman of the Technical Advisory Committee on Implementation of the Militarily Critical Technologies and a member of the President’s Export Council.
