Richard P. Nathan is professor of public and international affairs at the Woodrow Wilson School, Princeton University, where he also directs the university’s Urban and Regional Research Center. He is chairman of the board of the Manpower Demonstration Research Corporation. His many publications include The Administrative Presidencyand, coauthored with Fred C. Doolittle, The Consequences of Cuts: The Effects of the Reagan Domestic Programs on State and Local Governments.
