Catherine Foster Alter has had twenty years of experience in social service administration and program planning for diverse populations including the elderly, juvenile delinquents, dysfunctional families, and pregnant teenagers. She received a master’s degree in social work from the University of Iowa and a Ph.D. from the University of Maryland, and she has survived the adolescence of three children.
