Eleanor Chelimsky is director of the U.S. General Accounting Office’s (GAO) Program Evaluation and Methodology Division, which conducts studies of individual government programs for Congress: the opinions expressed in this article are her own and not the policy or position of the GAO. She previously directed the MITRE Corporation’s work in program evaluation, policy analysis, and research management. She has been a Fulbright scholar in Paris, president of the Evaluation Research Society, and the recipient of the 1982 Myrdal Award for Government and the GAO Distinguished Service Award for 1985.
