Among his books are The Case for Bureacuracy;and The Social Meaning of Civic Space.He is currently conducting research on the political meaning of the American state capitol.

He is author of Strategic Surprise in the Age of Glasnost(published by Transaction); and editor of the forthcoming Beyond Glasnost: Soviet Defense and Security Issues.His book The New Eurasiais in progress.

He is author of Understanding and Managing Public Organizations.
