Richard T. Kennedy serves as special adviser to the secretary of state on nonproliferation policy and nuclear energy affairs as well as coordinating and directing U.S. nonproliferation efforts. Ambassador-at-Large Kennedy is also U.S. representative to the International Atomic Energy Agency. From 1975 to 1980, he was commissioner of the U.S. Nuclear Regulatory Commission.
