Elliott Abrams is assistant secretary of state for human rights and humanitarian affairs. He formerly served as assistant secretary of state in the Bureau of International Organization Affairs and as Senator Daniel P. Moynihan’s chief of staff. His numerous essays and book reviews have appeared in such journals as Commentary, The Public Interest,and the American Spectator.
