Wilfred B. Holloway is with the Institute for Program Evaluation of the U.S. General Accounting Office. He was formerly a research associate for the Youthwork National Policy Study, a longitudinal, qualitative assessment of sixty youth employment demonstration projects funded by the Secretary of Labor. He is the author of several papers and co-author of two books on the subject of youth employment policy.
