James M. Howell is senior vice president and chief economist of The First National Bank of Boston and chairman of the Council for Northeast Economic Action. He has held several positions with the federal government, including economic adviser to the Assistant Secretary of Commerce for Economic Affairs and economist to the Board of Governors of the Federal Reserve System.
