He has written extensively on regional development and intergovernmental relations and has consulted with the Joint Economic Committee, the Southern Growth Policies Board, and the Western Governors’ Policy Office. During 1980–81, he served as director of the Economics Task Force of the 1980 Commission on the Future of the South.
He has written widely on industrial location and the impact of technological change on regional development and has been a consultant to the Joint Economic Committee, the Department of Housing and Urban Development, the General Accounting Office, and the International Institute for Applied Systems Analysis.
