He developed the Center for Research in Government Policy and Business and is the coauthor (with Allan H. Meltzer) of The Economics of Price and Wage Controls.Formerly he taught at Ohio State University and the University of California at Los Angeles.

He is the author of several books on inflation and money and has served as a consultant to the U.S. and foreign governments. His research interest is in the relation of money to price and economic activity.
