Black population measurement as a factor in subsidized programs

Conclusions

We have developed a method of estimating the population of the nation. To a lesser degree we have illustrated a similar method for estimating the black population. The caution to be emphasized over and over again is that we have merely described the pattern of survival of the population. Although we have used some common-sense notions that may have a bearing on theory, we have not invoked any theoretical postulates in this study.
