Conclusions

The initial inquiries of the paper can now be addressed. To briefly reiterate, the social intent of the Medical Assistance Program is to increase the access of the medically indigent and socially disadvantaged to adequate and comprehensive medical services. Benefits are delivered through means of price reductions. In some instances, deductible requirements are imposed which may exercise restriction on the level of utilization. In these respects Medicaid can be regarded as a form of public insurance.
