Esther K. Hicks is a social scientist and independent research consultant in program evaluation. Most recently, she has been under contract with Stanford Research Institute International in Arlington, Virginia, and with W.H.O. during relief operations after the South Asia earthquake.

Gregory Pappas is chairman and professor in the Department of Community Health Sciences, Aga Khan University, in Karachi, Pakistan. Under his direction, the Department of Community Health Sciences was actively involved in W.H.O. relief operations after the South Asia earthquake.
