Ernesto F. Betancourt represented Fidel Castro in Washington during the insurrection against Cuban dictator Fulgencio Batista and broke with Castro over the alliance with Communism. He participated in the Alliance for Progress and was the first director of Radio Martí, the Voice of America station broadcasting to Cuba. He is the author of Revolutionary Strategy; A Handbook for Practitioners,published by Transaction Publishers, and a consultant on public sector reform in Latin America and the Caribbean. One Hell of a Gamblewas written by Aleksandr Fursenko and Timothy Naftali and published by W.W. Norton & Co.
