By comparing the experience of two countries at different stages in their development of case management systems, the author shows that some practices simply work better than others no matter where they are carried out.

This article is based on two studies of case management programs she conducted in the U.S., data collected while training case managers, and research conducted in the U.K. through the National Institute for Social Work in 1991 and 1992. A version of this article was presented at the First International Conference on Long-Term Care Case Management, Seattle, Washington, January 1992.
