This study was made in 1953 while the author was a civilian employee of the Army Map Service. Subsequently, he has been on active duty with the Corps of Engineers, U.S. Army. It was prepared independently of the study by the International Association of Geodesy Study Commission No. 14 presented at the Rome conference in September, 1954. It is interesting to note that the results of this article closely parallel those of the Study Commission No. 14, although different methods are used.
