Abstract
The set of primary standards at the Mendeleev All-Russia Metrology Research Institute is considered in relation to certifying building and thermal-insulation materials for thermophysical properties, which is a very important aspect of energy saving. Prospects are demonstrated for developing the primary standards, and important tasks are indicated in upgrading the certification of these materials.
