Some characteristics of the formation of hydroelectric station infrastructures and their effectiveness in combination with the objectives of the territorial production complexes

Conclusions

  1. 1.

    Improvement in the long-term planning of the national economy should ensure for the regions an opportune creation of the corresponding territorial-production complexes, which are the bases for their quick economic and social development.

  2. 2.

    The composition of the territorial-production complex should be determined on the basis of multifactor economic substantiation, which takes into account the laws of optimal location of the productive forces and the integrated utilization of the local natural resources in accordance with the planned dynamics of the national-economy proportions.

  3. 3.

    Analysis of the long experience with creation of the infrastructure of hydropower indicated a high national-economy effectiveness of the location of enterprises of territorial-production complexes near hydroelectric plants.

  4. 4.

    The creation of a significant part of the infrastructure of hydropower by the method of combined construction of hydroelectric plants and enterprises of territorial-production complexes has made it possible to accelerate the putting into operation of the production capacity of the enterprises of the complexes, and to ensure increased production.

  5. 5.

    The composition of the elements of the infrastructure should be determined during the initial stage of the design-reconnaissance work for the hydroelectric plant; thus establishing conditions for timely and coordinated investigations, and design, and for optimal combination of the construction-erection work. The general designer and the general contractor should be appointed at the same time for the entire complex.

  6. 6.

    In accordance with the planned composition of the enterprises of the territorial-production complex, the Ministry of Transport Construction should relocate all the required transport facilities in due time before the start of construction of the hydroelectric plant and the enterprises of the territorial-production complex. The participation of other specialized ministries in the construction of the enterprises of the territorial-production complex should be as significant as possible in volume. This refers especially to enterprises located at considerable distances (over 30 km) from the construction bases for the hydraulic developments; such enterprises should be built entirely by the regional construction boards and the specialized construction ministries.
