Conclusions

The inconsistent runoff in river basins of the Northwest USSR is the principal factor of secular and annual asynchronism of the discharge fluctuations.

Joint operation of HES under the conditions of asynchronous discharge results in a more efficient utilization of water power for the system.

3.
Considering the discharge asynchronism at a given planned level of power system development, it is expedient to raise by 10% the projected established HES capacities; and by 20% with the compensation regulation exercised.

4.
The total power effect of accounting for discharge asynchronism, in the presence of compensation regulation, is a 700 MW increase in the amount of replaced HES/TES capacities.
