Editor's Note

Inserting a short note on the decisions taken by the Central Committee of the Communist Party of the USSR and by the Council of Ministers of the USSR on improving the design-cost estimate activity, perfecting the planning of the capital construction, and strengthening the economical stimulation of the construction production, the Editors intend to follow up systematically the way in which the above-mentioned decisions are fulfilled by the design institutes and construction organizations working in the field of hydroelectric construction.

The plan was developed by the Moscow sub-office of the S. Ya. Juk “Gidroproekt” Institute under the leadership of the writer, who was the main project engineer. For an elaboration of special sections of the plan the cooperation of the following institutes was obtained: “Yuzhgiprovodkhoz,” “Mosgiprotrans,” “Kavkazgiprotsvetmet,” The Institute of Health.
