Dr. Earl J. “Jay” Baker is an Associate Professor in the Department of Geography and Director of the Environmental Hazards Center at Florida State University. He has conducted extensive research on hurricane evacuation problems and also has studied growth management, policy evaluation, and storm recovery issues in hurricane-prone areas. He is a member of the National Research Council’s Committee on Natural Disasters and a director of the National Hurricane Conference.
