Editor's Note. Nesterov's article “New system of payment for work performed in hydraulic construction” was published in issue No. 2, 1974 of this journal. The experience with introduction of consolidated payments in hydraulic construction has revealed that the new system undoutedly contributes to speeding ing up commissioning of the projects, the improvement in the effectiveness of capital investments, and simplification of planning and estimating for performed work. However, many difficulties are encountered in connection with the practical introduction of this system, and some points necessitate further development. The following article by N. B. Mikhailov describes the experience with use of the new system at the Ust'-Ilim hydroelectric plant and presents the author's recommendations for improving it. In pointing out several debatable proposals made by the author (the concepts of conditional prices for stages, zones with “floating limits” of the stages, etc.), the Editors consider that it is extremely useful to discuss the problems relating to the introduction of the new system.
