Based on the results of the Seventh International Congress on Soil Mechanics. The Congress was held in August 1969 in Mexico City. The USSR delegation consisted of six officials (N. A. Tsytovich, V. M. Nikolaev, A. A. Nichiporovich, N. N. Maslov, L. K. Yurgenson, and B.V. Bakholdin) and four scientific tourists (A. A. Grigoryan, S. S. Vyalov, V. A. Mustafaev, and V. S. Baranov). The Congress was attended by 2800 persons.
