From the Editor. This issue of the journal contains reports on the design and construction of the Vilyui hydroelectric station, which is being built under rigorous climatic conditions in a region of continuous permafrost at an appreciable distance from transportation facilites. The experience gained in the construction of this hydroelectric station is of great interest in connection with the construction of hydroelectric stations in the Far North. This issue contains articles by designers and builders; their views and conclusions do not agree with respect to all matters. In particular, there are substantial divergences with respect to the release of discharges during construction of earth dams. The conclusions of the builders in this matter are also disputable and in need of further confirmation. In publishing these articles, the editor wishes to acquaint the readers with the interesting experience of construction in order to use it critically in the practice of hydraulic engineering in the Far North.
