This paper was presented at the conference “The Environmental Dimension in World Development, the contribution that British Companies can make”, organized by the Centre for World Development Education, London, UK, during October 1983.

Dr Mostafa Kamal Tolba is Executive Director of the United Nations Environment Programme. A most distinguished botanist and microbiologist, who occupied the Chair of Microbiology at Cairo University, he has also served as Secretary General of the National Science Council of Egypt and President of the Egyptian Academy of Science, Research and Technology. He has also been a Minister of Higher Education, and Minister of Youth in the Egyptian Goverment.
