Rev. Mario Zicarelli is the president of Community School Board 10 in the Bronx. Before New York City's community school districts were created, he was chairman of Local School Board 10. As a backdrop for this interview, the following recapitulation might be useful.

Following passage of the School Decentralization Act of 1969, New York City was divided into 31 separate community school districts, each with a school enrollment of 25,000 to 30,000. In 1970 registered voters in each of these districts elected nine unpaid community school board members. In addition to their special meetings and executive sessions, they meet publicly once a month during the school year. Subjects to the provisions of collective bargaining agreements, the boards have power over the selection and assignment of personnel in the elementary, intermediate, and junior high shools within their district. High schools remain under the control of the central Board of Education. Within the limits of contractual obligations entered into by the central board, the community school boards have power over the allocation of virtually all funds spent on the schools under their jurisdiction.

Rev. Zicarelli, who is Associate Pastor at Our Lady of Mt. Carmel Church in the Bronx, did graduate work at Teachers College, Columbia University, after graduating from St. Joseph's Seminary in Yonkers, N.Y. From 1947 to 1956 he taught Italian at Immaculate High School in Manhattan. He is a member of the Borough President's Special Committee on Hospitals and is president of the Twin Parks Association, a non-profit corporation responsible for the construction of 4000 housing units in the Tremont area of the Bronx.
