This article is a revised version of a talk made by Dr. Pettigrew (professor of social psychology, Harvard University) on July 11, 1968 at a special institute on “The Relationship Between School Decentralization and Racial Integration.” The institute, which was supported by the U.S. Office of Education under Title IV of the Civil Rights Act, was held at Teachers College, Columbia University, and was attended by leading big-city school superintendents.
