Buford Rhea, research associate at the Institute for Community Studies in Kansas City, Missouri, is a graduate of the University of Missouri and former head of the sociology department at Boston College. This is a revision of a paper read at the 1967 meeting of the American Sociological Association. The research reported herein was supported by a grant from the Office of Education, U.S. Department of Health, Education, and Welfare (Project No. S-383). The "we" used in this paper is not editorial: my associates on this study, Robert G. Williams, Richard A. Minisce, and Delene D. Rhea, made substantial contributions to all phases of the work.
