A physicist by training, he was proferssor of Science at the Julio Mesquita Filho State University of São Paulo, Director of the National Council for Scientific and Technological Development of Brazil, President of the Latin American University Group, and first Rector of the Federal University of São Carlos. He is the author of a large number of articles in the fields of physics, the application of science and technology to development, and higher education and university administration.
