After working in the Indian Ministry of Education (1953–65) and while spending two years (1966–68) as a programme director at Literacy House (Lucknow), Dr Bhola assisted the Unesco/UNDP Work-Oriented Adult Literacy Pilot Project in the Lake Regions of the United Republic of Tanzania (1966–68). In 1970, he joined the faculty of the School of Education at Indiana University where he gives graduate seminars in policy analysis, planned change and comparative development education and communication for development. His most recent books include:Campaigning for Literacy (Unesco, 1984) andWorld Trends and Issues in Adult Education (Unesco/IBE, 1989).
