Mr. Cort v. d. Linden ontkent dit, t. a. p. blz. 78 v., zich beroepend op het karakter van den modernen staat, dat gelijke opweging van dienst en wederdienst zou uitsluiten. Ik zou willen opmerken, dat evengoed is vol te houden, dat de progressie deaequivalente vergoeding herstelt, voor zoover ieder betaalt naar wat de dienst of de diensten hem persoonlijk waard zijn. Het do ut des is ook in de overheidsverhouding niet te loochenen, zij het verwijd tot „generelle Entgeltlichkeit”.
