He also directs a doctoral seminar on educational planning and policy at the University of Leyden, Netherlands. Former President of the Comparative Education Society in Europe and the Association Francophone d'Education Comparée, he has occupied the chair of General and Comparative Education at the University of Amsterdam. He is a consultant to the OECD and the Institute of Education of the European Cultural Foundation. He has published numerous works and articles devoted to the field of continuous education and educational policy-making. He is also a member of the editorial board of several scientific journals.
