Former teacher of history, he served with the Cyprus Department of Education. Since 1961, he has been with the Organisation for Economic Co-operation and Development (OECD) in Paris, where he is now Deputy for Educational Affairs.

In writing this article I have naturally leaned heavily on my direct knowledge and experience of OECD work in this area. The views expressed, however, remain my own and in no way commit the OECD.
