Currently working with the Department of Education and Training of the World Bank (Washington, D.C.) after having been Programme Specialist in the Educational Finance Division of Unesco, researcher at the International Institute for Educational Planning (IIEP) and professor at the Universities of Caen and Paris-Nanterre. Author and co-author of numerous books and articles on education costs and finance, human resources, planning the location of schools and education policy and planning.
