William L. Taylor is Director of the Center for National Policy Review, Catholic University School of Law, The Center is concerned with the enforcement of federal civil rights laws. He was with the U.S. Commission on Civil Rights from 1961 to 1968; his positions included that of General Counsel and Staff Director.
