Abstract

Mental health organizations must be able to adapt to major changes that will result from health care reform. Empowerment of staff is one important tool to allow for productivity and innovativeness to flourish. However, the road to empowerment contains many obstacles that may slow down, delay, or even prevent empowerment to occur. This paper describes these obstacles and means to overcome them.
