Editor's Note: Occasionally in science, circumstances conspire to prohibit timely, formal publication of innovative or important work. I believe F. K. Hare's article falls into that category, since it was never formally published and appeared in 1943 as a British Meteorological Office Report for official use only. Although at present this document has been succeeded by other studies, and thus it is of primarily historical interest to reproduce it here today, I believe it is never too late to redress an omission. Furthermore, much of the article still has relevance today in view of the international attention focused recently on the Sahelian region as a result of the severe drought of the early 1970s.
