Summary

A model is presented for the determination of promotion policies in particular manpower systems in conjunction with desired structural developments. Thus, promotion must provide expansion and compensate for wastage in each grade of the system, and the model proposes that wastage be affected by increasing/decreasing promotion incentives, in simple accordance with observed experience in the system presented for illustration.
