Über strukturelle Voraussetzungen für Krisenstabilität in Europa ohne Kernwaffen: Eine systemanalytische Betrachtung

Zusammenfassung

Zunächst wird kurz die Notwendigkeit des Nachdenkens über neue Verteidigungsstrategien begründet. Anhand typischer Ergebnisse von Experimenten an systemanalytischen Konflikt- und Gefechtsmodellen wird sodann untersucht, welche grundlegenden strukturellen Voraussetzungen konventionelle Streitkräfte erfüllen müssen, um Krisenstabilität in Europa auch ohne Kernwaffen zu gewährleisten. Militärische und wirtschaftliche Anreize zur Schaffung dieser Voraussetzungen wären gegeben, wenn die sog. ‚'Effizienzhypothese der Verteidigung“ zuträfe. Hierzu werden die Ergebnisse einer Reihe von Simulationsexperimenten diskutiert. Abschließend werden mögliche Umrüstungsmodelle betrachtet und die Notwendigkeit der Kopplung von Rüstungskontrollverhandlungen im konventionellen und nuklearen Bereich begründet.

Summary

Following some introductory remarks on the need for thinking about new defense strategies, typical results of formal military conflict models are analyzed in order to demonstrate the structural prerequesites of conventional forces for bringing about crisis stability in Europe without nuclear weapons. There would be military as well as economic incentives to meet these prerequisites if the so-called “defense efficiency hypothesis” could be validated. To this end, the results of a series of simulation experiments are discussed. In conclusion, possible models of conventional transarmament are considered illustrating the need for linking conventional and nuclear arms control negotiations.
