Editor's Note. Continuing the discussion of problems related with revision of SNiP II-B.6-66 "Bases and Foundations of Buildings and Structures on Permafrost. Design Specifications" (see section "Discussion" in No. 1, 1974 of our journal), we are publishing for purposes of discussion the article of M. F. Kiselev and the comments of V. O. Orlov on it. In these articles the question is raised concerning the standard values of the tangential heaving forces, whereby the points of view of the authors diverge both with respect to the most effective method of determining these forces and with respect to their values. Taking into account the importance of the problem, the editor expects that the readers will express their views on the problem raised.
