Abstract

The planning of comprehensive mental health services within a Community Mental Health Center is a complicated and often overwhelming task. In this report, basic principles and guidelines are described for each of the five essential services. Special attention is called to the additional, though not required, services of training and research and evaluation which are crucial to the growth and development of the program. The planning of any service within the Community Mental Health Center will only be as effective as the amount of consideration which has also been given to understanding the catchment area, administration, continuity of care, and the areas of staffing and funding. These issues have been discussed in a companion paper (Beigel, 1970).
