Conclusion
A systems approach to the organization of observation leveling networks at the Bestyubinsk hydro development made it possible already at the stage of its designing to evaluate the safety of the construction site from the viewpoint of contemporary vertical crustal movements and in a short time to reveal the degree of mobility of each geological disturbance. The latter serves as the basis for further perfection of the geodetic network and procedure of works for monitoring this mobility and safe operation of the hydro development related to it.
