Abstract

Recent court decisions, especially the Alabama Wyatt vs. Stickney case, require a close administrative appraisal since the implications and outcomes may not be altogether salutary. This paper explores some of the implications of this decision in terms of budget conflicts, economics, effects of growth, and rate of growth. It seems evident that administrators will need to exercise great skill in implementation of an overly simplified legal decision.
