Abstract
A closed set of balance equations, appropriate for the description of a non-thermal, stationary, cylindrical plasma column is derived from general 13-moment equations of the Boltzmann-equation. A3-component plasma without external magnetic field is supposed, in which the electron temperature may differ from the gas temperature and ionisation equilibrium may be influenced by the radial diffusion.
Transport coefficients for the non-thermal case, such as electrical and thermal conductivity, ambipolar diffusion coefficient and viscosity are defined and expressed in terms of the well-known integrals Ω(l,s).
